MPR authors cited in term limits discussion

The issue of term limits for Maine legislators has again been raised by the recent proposal of LD182. A Bangor Daily News article reflecting the current public policy debate on term limits makes reference to a 2003 article from the Maine Policy Review in which authors Moen and Palmer discuss the term limits which have been in effect in Maine now for 22 years.
