Maine Policy Review essay mentioned in Lewiston Sun Journal editorial

The Margaret Chase Smith essay by Peter Mills, "Bite-Sized Democracy: The Virtues of Incremental Change," published in the summer/fall 2010 issue of Maine Policy Review, was cited in a Lewiston Sun Journal editorial which questioned a proposed state regulatory reform package. Mills is a former Republican legislator and gubernatorial candidate.
